Prospects for filling the UK’s skills gaps & opening up opportunities for all under a new Labour government

Since the introduction of the apprenticeships levy in 2017 under the previous Conservative government, there has been a large fall in the number of apprenticeship starts in England, falling by one third since the reforms, according to the Learning and Work Institute. Just over 750,000 apprentices participated in an apprenticeship in the 2022-23 academic year. A freedom of information request has shown that between 2019 and 2022, £3.3 billion of unused apprenticeship levy was returned to the UK Treasury, due to the apprenticeship levy ‘use it or lose it’ rule, under which funds which are not spent within two years are returned to the Treasury.
